But from December 9 the agitators turned their wrath against the University authorities who, they alleged were not doing enough to secure the release of the 13 students who had voluntarily courted arrest on December 7 in front of Parliament. There were also cries ol 'police atrocities' on students. (It may, however, be mentioned that the police were conspicuous by their absence in the University campus throughout the week-long agitation!) The University Students' Union came in for attention because it had not supported the agitators. To many of the more active agitators, the whole thing was nothing less than a revolt against English cultural imperialism. That they sported natiy suits and ties did not seem to matter. Amidst all this, what stood out was the total helplessness of Uni versity authorities. The University authorities could have made an attempt to control the disturbances by trying to take the student body as a whole, as distinct from the handful of agitators, into confidence, and by, at the same time, taking strong disciplinary action wherever necessary. At times the law and order situation within the campus was serious enough to warrant police intervention, but the Vice-Chancellor stayed put. Even when disciplinary measures were taken, such as the suspension of a particularly active student, they were withdrawn later under outside pressures. In contrast to this was the strong and yet sympathetic attitude taken by the Vice-chancellor of the nearby Jamia Millia University. M Mujceb who did not hesistate to close down the University the moment he sensed that matters were getting out of hand. Compared to this, it was only on December 12* after all work had been at a standstill for a full week that the Delhi University authorities announced the commencement of the winter vacations eleven days in advance of schedule.
