Priorities for Arabs WHILE Gunnar Jarring is trying to evolve a formula for the restoration of durable peace in West Auia, politics in the Arab world is relapsing into the pie-Khartoum pattern of internal conflicts, lt is unlikely that the Arabs will ever accept humiliating peace terms but it is equally unlikely that they can get honourable peace without a perceptible improvement in their bargaining position. The presence of the Soviet Navy in the Mediterranean is an obvious new plus factor for the Arabs; if the sea had continued to be a Western lake, Israel would have found military ventures much easier to undertake. But this by itself does not solve the Arabs' problem. For, Israel holds large parts of their territory and Soviet power cannot be made available to them for a counter-offensive.
