Functioning Anarchy YES, we are functioning in some strange sort of way. Thousands of files await decision in the ministries of commerce and industry. The labyrinth that is the finance ministry still adopts a superior moronic view of every proposal that goes before it. The education ministry continues to sleep. The steel boys imagine that profitability is just a matter of making the Indian product the most expensive in the world. The railway experts have ready-made answers for all accidents and inefficiencies, even when food is rotting on platforms and in wagons. As for the electric supply authorities, they switch on and off the power, unaware of the damage they are causing. Our functioning anarchy has a special quality. It is dependent on rare individuals who still believe that they have a responsibility to the nation, that it is their job to do battle against their colleagues in Delhi and in the States, They know that at some point in time they will be arraigned before an investigating committee and charged with the gravest of all charges violation of rules and regulations which every literate and illiterate babu, sitting in his sweat-shop, uses to paralyse action. Political leaders, senior bureaucrats, ambitious careerists and a medley of supplicants tremble before the notings of the babus, A dedicated visionary, here or there, fights on. And the anarchy just about functions. When he is shot down, there is no commentThe babus and their patrons return to the old ways.
