Intellectually and even in popular appeal, McCarthy outruns his fellow Minneso- tan. But in today's America, as in the America of Eisenhower, intellect is at a sad discount. A Kennedy could perhaps have combined intellect and politicking to make it a potent force. McCarthy cannot. Even while organisations like the Americans for Democratic Action have backed him, McCarthy's drawing power as compared to Kennedy's has been consistently low. Where McCarthy fails, Humphrey is most unlikely to succeed.
