ECONOMIC AND POLITICAL WEELY Planning Commission, If the broad pattern of financing of investment is formulated by the Planning Commission, would the Council limit itself to dealing with short-term changes in the economic situation? But is not the Reserve Bank and its board performing that task now? Would the Credit Council govern the policies of the long-term financial institutions also? This function is supposed to be discharged by the Industrial Development Bank, which again is part of the Reserve Bank.
