Getting Out of Hailstein Rut PERISH the memories of Hailstein Doctrine. The West German Chancellor has written to the East German Premier, Willi Stoph, that he is prepared to conduct direct negotiations with East Germany at a high official level either in Bonn or in East Berlin "to help alleviate the misery of German partition". This is the policy advocated for some time by his Foreign Minister and Social Democratic leader, Willy Brandt. Such a proposal from the Chancellor of the Federal Republic would have been unthinkable even a few months ago. Bonn has always behaved as if there was no such political entity as the East German Government and, backed by the United States, it has always arrogated to itself the role of successor to Hitler's Third Reich.
