Vietnam Shadow over Rio THE Vietnam war has blacked out the prospects of quick returns from the meetings in Rio. The governors of the IMF and IBRD have dispersed without laying down a time table for activation of SDRs (though these have been accepted in principle) or taking a firm decision on the replenishment of IDA funds. The US appeared eager to get the SDRs through but to minimise, at the same time, its share of the addi tional contributions to IDA so long as the Vietnam war continued to run its balance of payments down. On SDRs, France and Germany developed, at the last minute, pangs of a separate European identity.
