Impressing the Americans IT IS NOT always easy to assess the impaet that a visiting political dignitary makes on the host government. When the visit, is without a formal agenda, the task is even more difficult. Morarji Desai's four-day visit to the United States, the high- water mark of his extended sojourn abroad, was one such. It was clear from the start that Morarji was going abroad not as the Finance Minister but as the Deputy Prime Minister. So he would not limit his discussions to specific economic issues though admittedly some of them could bear urgent discussion with the U S Administration.
