ARC Out of its Depths THE CHAOTIC WORKING of the Administrative Reforms Commission has been commented on earlier in these columns (May 13, 1967). The report of the its Study Team on agriculture once again betrays an immodest haste to appear in print, the Team have appeared in the press along with a statement of the ARC Chairman, K Hanumanthaiya, to the effect that the Commission would study the Report and then officially release the more important recommendations. Perhaps, the Commission dare not officially release the report since its recommendations, with a few exceptions, are utterly perverse.
