But since export requires promotion, not licensing, and the function belongs to manufacturers or traders or MMTC, the Steel Controller's intervention is superfluous. And so far as imports are concerned, the policy of liberalisation without excessive pre-occupation with indigenous clearance' has cut the ground from under the Controller's feet.
