IT WOULD BE quite pointless to judge the changes proposed by the Finance Minister in the Finance Bill from the standpoint of their import for the overall economic situation since, in the first place, the Budget proposals were neither expected nor intended to make much of an impact on the economy, except purely negatively by leaving things alone. The changes are entirely in response to the outcry from the interests affected, but their number and the manner in which they are to be given effect to make one seriously wonder whether the Finance Minister and his advisers are at all clear about their implications or about the purposes of the original proposals.
