Massive imports, together with better procurement, enabled the Government to undertake foodgrains distribution on a scale never thought of before. During 1966, 241 million persons or about one-half of the population were covered by statu- tory or informal rationing. To serve this mass of population as many as 1.41 lakh fair-price shops and' .or ration shops are working at present.
