S T C Between Foe and Friend IN the discursive discussion in Parliament on the performance of the State Trading Corporation, it was possible to discern two opposite viewpoints. One view was that the STC, besides being a thoroughly corrupt, inefficient organisation, was an instrument of "Congress stat- ism" Hence the STC's operations needed to be restricted immediately. At the other extreme was the view that the STC's present inefficiency was largely the result of its small scale of operation. So its operations must be widened, its powers increased and, eventually, India's foreign trade must be completely nationalised. Both views ignore facts, as will be clear from an examination of the STC's past record and its future prospects.
