The Business of Politics THE high-minded resolutions of the AICC at its New Delhi session two weeks ago received the utmost publicity, but a not quite so high- minded decision of the party's Parliamentary Board last week has gone somewhat unnoticed. This decision goes back on a resolution of the Board passed in 1963. Under the resolution, if M Ps and M L As belonging to other parties wanted to join the Congress they had to resign their seats and seek re-election as Congress candidates. Further, M Ps and M L As who were ex-Congressmen and who had won elections against Congress candidates were not to be admitted into the party for seven years. Now, by its decision, the Board has done away with these self-imposed restrictions, leaving it to the Congress President to decide in consultation with the Pradesh Committee concerned whether the M Ps and M L As applying for entry into the party should be admitted or not. Indeed the Board has gone further and indicated that normally such admission would not be refused. Here, then, is an open invitation to malcontents in other parties to flock to the Congress.
