AND POLITICAL WEEKLY THE Prime Minister described the speeches at last week-end's AICC session in Delhi as angry and aggressive; others have seen in them a revolt of the Congress rank and file against the so-called High Command, the top leadership of the party represented broadly by the Work- ing Committee of the AICC. After the severe setback suffered by the party in the election, the ordinary members of the AICC were no doubt quite justified if they felt that the leaders had much to answer for. This after all was the first time the AICC was meeting after the election. Yet the picture of a rank and file revolt against the leadership may well turn out to be something of a simplification.
