of weaker sections has been evolved in all the States for directing assistance to them. Funds are being earmarked 'through functional cooperatives, in the first instancy for dairying and animals husbandry, fisheries, Rousing and village and cottage industries. Schemes are also being pursued for tribal, forest and labour co-operatives. It has to be clearly recognised that such programmes are essentially for relief, and not business strictly. This difference is currently translated into action by providing more liberal subsidies, but their fragmentation into miniscule amounts with high overhead expenses and the wooden administration tend to drain away nearlv all the benefits. The consequent deficiency in performance further widens the gap between pro mise and fulfilment. This programme is a task for missionaries; it cannot be cramped within the bounds of what is administratively possible.
