aid agreement is that the commitment by the other developed countries to provide 2.7 million tons (60 per cent of the 4.5 million tons) releases an equal quantity of U S grain surpluses for commercial exports. Simultaneously, by getting the Common Market countries to agree to produce not more than a certain proportion of their requirements internally, the U S has attempted to create an outlet for these exports.
