But it is also in precisely such a situation that some fear that "an independent President may be another name for a civil and military dictator". The fear, however, is quite misplaced since, once the political parties abdicate their responsibility of providing stable popular government, an 'independent' President is unlikely to be the only, or even the most dangerous, aspirant to dictatorship.
