The New Polarisation
Slowly the broad outlines of the new Government's economic and fiscal policies are beginning to take shape. Much of what has been outlined is still negative. But it gives a broad idea of the thinking that will guide the management of the economic affairs of the country, That thinking is mainly that of Morarji Desai, the new Finance Minister and Deputy Prime Minister, now returned to the Government after three and a half years in the political wilderness.
