How Much Maintenance Imports? Maintenance Imports; National Council of Applied Economic Research, New Delhi, January 1967, B D Dhavan THE CONCEPT of maintenance imports emerged in the wake of the balance of payments difficulties during the Second Plan period. It was in the Third Plan document that a distinction was made for the first time between maintenance and developmental imports. This distinction has put in better perspective than before the whole foreign exchange economies of development programmes, which are primarily import-substituting in character. Since the publication of the Report of the Third Five Year Plan, NCAER's study is probably the first attempt in the direction of measurement of maintenance imports at industry level. The attempt, it may be mentioned at the very outset, has been far from satisfactory. This is not because concepts like underutilisation of capacity are not easy to measure but for other reasons, as will become clear from what follows.
