Though the Commission's terms of reference do not cover the question of bonus, it is felt that it would nevertheless be empowered to make recommendations on this subject since it has been asked to review all existing legislative and other provisions. As part of this review the Commission can consider the recent Payment of Bonus Act legislated by the Government.
