On the Sant's territorial demands on behalf of Punjab, the Home Minister was even more categorical. He said: 'The Government are unable to accent any claim for readjustment of the reorganised territories which . . . have been determined on the basis of recommendations of a high- powered and impartial commission . . .". Only about the common links between the two States had he conceded that "if at a future date the States concerned express the desire to have separate Governors and High Courts the matter can be considered without much difficulty".
