that on an average 3 persons work in a trading establishment, there will be about twenty five lakh trading establishments in India and it would be rather difficult to collect data from all these two and a half million establishments, Therefore, the best possible method for collection of statistics of distribution would be to follow the procedure adopted in UK in 1957, i e, to collect necessary data from all dealers having an annual turnover above a specified limit and also from a portion of the remaining dealers. The turnover limit to be used for complete enumeration and the sample survey can be suitably specified after examining the distribution of dealers by size groups of turnover. Such a large scale survey aiming at full coverage should be organised on a decennial basis and preferably carried out immediately after the population census. The house list prepared at the time of the population census could then be used for preparing a sampling frame for the census of distribution. Data available with the sales tax and shops and commercial establishments Act administrations will provide supplementary information for the preparation of the sampling frame. For national and regional income estimation data on the following items at least should be collected during the census:
