On ,the other hand, the Planning Commission considers the total Plan requirements of the States and their resource potential, and then determines the assistance that may be granted. The latest formula the Planning Commission has suggested for the purpose is that 75 per cent of the total Central assistance for Plan expenditure should be given on the basis of population while the remaining should be allocated in the light of considerations such as backwardness, the number of spilt-over schemes for power and irrigation in a State' etc.
