Vice In The Climate EVEN WHILE the Vice-Chancellors were meeting in Delhi, students were clashing with police in Jammu; but since then there has been a lull in student violence that had been spreading like forest fire. The Vice- Chancellors' meeting did indeed achieve something important, namely, acceptance of the sovereignty of the university authorities vis-a-vis the police. Police will not enter university premises except at the express desire of the university authorities, and it is the university authorities who will decide if and when to close down a university, not the State Government. These principles were accepted by the Home Minister after some initial hesitation, for he had earlier met the IGPs who had naturally wanted a tougher line and unfettered power for the police.
