the tertiary sector to the national income in a planned economy (specially in the initial stages of development), can be viewed as an increase in wasteful use of resources and in inequality of distribution of income. If the increase in this ratio is associated with decrease in output of goods (value added) in per capita terms, the presumption concerning wasteful use of scarce resources and inequality becomes stronger still.
