Non-Proliferation without Disarmament THE US AMBASSADOR to the UN, Arthur Goldberg. confirmed on Thursday what had been all but known ever since President Johnson's much publicised two-hour conversation with the Soviet Foreign Minister last week: that the United States and the Soviet Union are negotiating an agreement on a treaty on non-proliferation of nuclear weapons. The two countries seem to have agreed, at the initiative of the US President, that if the Soviet Union was prepared not to allow the war in Vietnam to stand in the way of a discussion of the issue. the United States would not allow West German insistence on having a finder on the NATO nuclear trigger to do so either.
