While the minimum desirable consumption standard for an Indian is estimated at Rs 40.60 per capita per month at 1972-73 prices, the bottom thirty per cent obtained even less ' than Rs 25 worth of goods per capita per month. At 1960-61 prices about forty per cent of rural population lived below the poverty line. With eighty per cent of Indian working population residing in rural areas, about seventy per cent of rural workers are illiterate and self-employed.
