This presents great challenges to industrial policy, much greater than those that were faced by previous fast-growing tate-comer countries such as Japan and South Korea. The world's big businesses are massive institutions. The Chinese state has a long tradition of unity and cultural distinctiveness. The business capability of the Chinese people is high, but China is still a poor country. The rapid locking together of these two systems is a central issue in global political economy, perhaps the most important one.
