that the Government is unable or unwilling to fulfil its commitment to the Plan as regards both finding the resources for it and exercising a measure of discipline in the allocation and spending of resources. This appears to be the real problem and the root of the controversies between the Planning Commission and the Government. The Planning Commis- MAHARASHTRA sion's own examination of the resources position, however, suggests that barring the effect of the interim relief to Central Government employees, the pluses and minuses in the Central resources should balance out so that there is no reason why a plan of a reasonable size cannot be provided for the coming year.
