A Comment Tapan Kumar Biswas A FEW YEARS back the Harrodian model of economic growth was much popular among the growth-economists and planners in different countries. Nowadays, when a number of growth models of much more complicated character have been built, the Harrod-Domar model still retains its old popularity among economists, perhaps because of its elegance, The paper1 by A S Manne bears glaring testimony to this contention. Manne tried in his paper to explain the significance of the size of the Fourth Five Year Plan as proposed in the Draft outline of the Plan.
