A Broad Perspective T R Kesharwani The future development of transportation in India can be projected against the background of the existing situation, the changes which have taken place in the past and the developments which are taking place here and in other countries. But there are several unpredictable factors, internal to the transportation system and external to it. It is impossible to determine with any precision the future changes in these factors. It may si ill be useful to sketch the broad perspective of development of transportation on the basis of past and present trends. c TRANSPORTATION in India comprises railways, roads and road vehicles, inland waterways, shipping and ports, pipelines, ropeways, air transport, and airports. The transportation scene has been gradually and continuously changing and will change in the future.

Provision of transport facilities takes away a major chunk of investment resources. In the Five-Year Plans, transport programmes have accounted for nearly one- fifth of the total public sector investment in the economy. Any saving in provision of transport facilities by judicious planning including correct choices of different modes of transport and in proper proportions would release resources for meeting other essential needs of the economy, On the other hand any deficiency in the provision of transport facilities could create major bottlenecks in the economy. A well informed judgment in the provision of transport facilities is, therefore, absolutely essential. Such an informed judgment has to be based on statistical data.
