Cost of Protecting India s Sugar Industry

There is no indication that, even after all these years of protection, the sugar industry is on its way to self-sustaining growth. The resources cost of protection have been enormous both absolutely and relative-ly, even neglecting the huge cost to the economy arising out of faulty location sustained through a system of zonal pricing and restrictions on movement of sugar. The worst sufferer has been the consumer of Sugar who has had to bear the lion's share of this cost.
