Several factors led to the unexpected rout of the Congress in Madras in the fourth general elections. After several years in power the Congress had clearly become complacent. Acute rice scarcity caused much pre-election discontent. And the impact of the 1965 anti-Hindi agitation had not worked itself off on the electorate even by February 1967.
