Evidence of Low Willingness to Pay for COVID-19 Vaccines

This article draws on a recent survey conducted in peri-urban Bhopal to provide an estimate of the willingness to pay for the vaccines. The fi ndings indicate the need for higher subsidisation through expansion of the budgetary provisioning and integrating this with willingness to pay.

How Representative Has the Lok Sabha Been?

An examination of the Lok Sabha elections from 1951 to 2011 reveals that there are large discrepancies between the seat and vote shares of political parties in each of the 15 elected Lok Sabhas in independent India, especially before liberalisation in 1991. In the post-liberalisation period, the extent of disproportional representation has come down, but is still high, even as the extent of electoral competition has increased.

This paper attempts to analyse the pattern and determinants of fund utilisation under the Members of Parliament-Local Area Development Scheme by the Lok Sabha mps. It indicates that there are political business cycles in spending by mps. Moreover, it shows that the degree of competition faced by an mp in the last election, his/her age, and political affiliation significantly affect fund utilisation. It also concludes that a higher level of awareness of general citizens and better law and order conditions in states restrict the mps from misusing funds to gain political mileage.
