Reforms in Agricultural Extension

The changing economic scenario and the need to respond to food and nutritional security, poverty alleviation, diversifying market demands, export opportunities, and environmental concerns pose new challenges to technology dissemination systems. This paper argues for a holistic reappraisal of existing agricultural extension systems and the need to work towards an outlook that encompasses a whole new policy mix favouring a plurality of institutions.

This article examines the extent to which rural underdevelopment can he attributed to the failure of government delivery systems. What is examined are the causes of the inefficiencies of such systems which deliver government programmes to the community.

Taxes and Cost of Capital

Rita Sharma Measures for stimulating investment by providing tax concessions are an important feature of fiscal policy in India. Tax concessions have been reviewed from time to time and modified or replaced with new incentives. The main argument is that tax incentives lower the cost of capital and this provides an incentive to entrepreneurs to step up the rate of investment. In this note, the various tax incentives provided in India to lower the cost of capital have been examined using a 'rental cost' of capital model. The basic model is first outlined and then extended to account for the effect of the various tax concessions available to firms.
