August 3, 1974 WEST BERLIN which, it had seemed, had ceased to be the source of tension in Europe with the signing of the four- power accord among the US, Britain, France, and the USSR three years ago, now appears as a roadblock in the way of continental and international detente. This is occasioned by the decision of West Germany, to establish in West Berlin the headquarters of the Federal Environmental Authority which formally comes under the Home Ministry in Bonn.
