This paper attempts to review the estimates of labour force in India for 1951-76, that are reported in the Draft Outline of the Fourth Five-Year Plan. These estimates are compared with the projections based on the labour force participation rates recorded by the 1961 Census of India. The reasons for the apparent rejection of the 1961 census data on economic activity by the Planning Commission are examined.
