Right to Information and the Road to Heaven

While the Right to Information Act 2005 empowers citizens to probe the working of their government, certain restrictions in the new law on the kind of information that can be made public are likely to limit the usefulness of this potentially powerful legislation. The "correspondence" portion of a "file" - not merely the "notes" portion as provided for in the act - should be open to scrutiny and examination. Also, the appointment of information commissioners is vulnerable to political considerations playing a role. Frequent audits and vigilance will ensure that the citizens' right is not lost in the labyrinth of paperwork.
