The Benor System

The Benor System 'Nijanyanupi' THE strategy for Indian agricultural development evolves through sudden dialectical transformations and not by a continuous smooth progression. At any given period there is only one authorised version of reality. One has to accept this or be a heretic, but there can be no modified version of it. Progress is very much like the present view regarding the evolution of scientific theory, namely, by a change of paradigms, one paradigm being replaced by another; one does not evolve into the other. The replacement comes about not by the pressure of internal evidence but by an act of intuition. In the case of agricultural development policies this intuition has been generally foreign and not indigenous. There has to be an external discovery of an internal truth.
