It does not appear to have reckoned with limiting factors such as port handling capacity and other constraints on the movement of 2.5 million tonnes of steel for exports. According to competent estimates, physical constraints make it impossible for steel exports to exceed one million tonnes in a year, or at best 1.25 million tonnes.
