Kalpana Sahni It is one thing to utter assurances on the need for glasnost but quite another to be confronted by thousands of people rallying to demand it. So long as glasnost was confined to publications the boat seemed to be steady enough. However the government is totally ill-prepared to face peoples movements to which its stance has veered from positive hostility to vacillation.
