Politics of Scheduled Tribe Status in Assam

The trajectory of six communities of Assam in demanding a Scheduled Tribe status is traced. The history of these tribes is elaborated upon and the struggles they have faced in claiming the ST status are adescribed along with detailing the operations of the various government committees that were formed to look into the matter.

Shillong Violence in 2018

Violence against Dalit Sikhs in Shillong needs to be seen as an intensification of interethnic tensions between the tribal and non-tribal population. It underscores the question of the protection of minorities within minorities in the context of the overall functioning of the Sixth Schedule areas.

The recent ruling that decriminalised provisions of Section 377 has posed a serious challenge to the existing hierarchies of compulsory heterosexuality and gender.

An Alternative Formulation for Autonomous Councils in Assam

An alternative formulation of a "de-territorialised" autonomy in Assam staying true to the Sixth Schedule, but entailing amendments to the Constitution is proposed. This should address the concerns of minorities, the claims of other ethnicities for their own autonomous councils and indeed reconcile the presence of "differentiations" and ethnic claims in the state. This alternative formulation could help the state adhere to the idea of a truer autonomy and democracy.
