in Developing Countries Some Issues H A Romijn This paper considers recent developments in the area of entrepreneurship training in developing countries and discusses some major issues of relevance to small enterprise promotion which have emerged in this process. The focus of the paper is on entrepreneurship development activities which identify entrepreneurial ability as the key to starting and successfully operating a business since it is these 'behavioural' entrepreneurship programmes which have been the subject of much debate as to their effectiveness and impact.
