From Self Sufficiency to Surplus: Role of Banks Ghulam Ghouse FROM a defensive strategy for Increasing agricultural production we have moved away to something which is more positive and more offensive. In this achievement the efforts of the agricultural technicians, both in the re- search and operational fields, extension agencies of the government, govern- ment development departments and institutional agencies, co-operative and commercial, have been outstanding. The object of this note is to review the role of the nationalised and other commercial banks in schemes of agricultural development and to suggest some guidelines that may perhaps be followed by these institutions to help their borrowers achieve a higher growth rate while simultaneously also creating additional employment potential.
